20260929-0012-air-lock-nrf54l15 Lock nRF54L15 as the first Air SoC and record why not CC2652R7 or CC1354P10

The owner asked why the first Air (Air 2 / Air 4 battery button) uses nRF54L15 rather than the cheaper-looking TI CC2652, and then CC1354P10, and wants BLE, Zigbee and Matter selectable by firmware on one hardware. After the comparison the owner confirmed: "我们确定用nRF54L15".

Acceptance criteria:

  1. Spec P05-air.md states nRF54L15 as the locked first-build SoC (no longer a recommendation with an alternate), and the protocol boundary reflects the owner's answer on firmware-selectable BLE / Zigbee / Matter.
  2. Design appendix P05-air-design.md §2 records CC2652R7 and CC1354P10 as compared and rejected, with price, current, flash, NFC and security figures and sources.
  3. Quality gate passes: bun run docs:lint && bun run docs:build && git diff --check.
