Description

Turn bizplan/ into a Chinese-only corpus. BUSINESS-PLAN is the single document that keeps an English version; docs/ (PMA tracking) stays English and is out of scope.

Acceptance criteria:

• Every page under bizplan/ is Chinese, served from a path without a language segment.
• BUSINESS-PLAN exists in Chinese and English; no other document has an English version.
• No .md file remains; .vitepress/links.mts and the locale machinery it supports are gone.
• bun run docs:build passes with dead-link checking enabled.
